ANNOUNCING THE 2018 KEYNOTE SPEAKER: SCOTT MACLATCHIE

Scott MacLatchie is an attorney based in Charlotte, NC who for the past 32 years has defended law enforcement agencies on both coasts in use of force and related civil rights litigation.
During that entire time Scott has also served as a reserve officer for a large agency working patrol assignments. Scott also provides in-service legal instruction to patrol personnel and command staff, as well as legal representation to TASER International, Inc. (now Axon) in litigation challenging use of its CEW’s.
Drawing from his years of experience in the courtroom and in the field, Scott has developed this half-day training program to assist officers in navigating the “dangerous crossroads” of the First and Fourth Amendments.
Scott has taught at police academies around the country, and holds a criminal justice instructor certification from the State of North Carolina.
HIGHLIGHTS FROM THE 2017 TOPIC: THE 2016 ELECTION AND THE IMPACT ON LABOR AND EXPRESSIVE ACTIVITY
Attendees received receive an overview regarding the function of law enforcement when handling labor disputes between organized labor and management. Other labor relations education included a legal update on current trespass/public access laws applicable to any demonstration or picket line situation, including the latest case law on shopping mall access. Laws regarding First Amendment protests were discussed. Finally, an overview of upcoming labor disputes that affect your department.

2017 SPEAKER HIGHLIGHTS
The seminar presented students with situations to critically think about responses and solutions to labor disputes, which are often times fraught with legal liability for the officers and their agencies.
The seminar included lecturers representing some of the largest unions in California as well as community organizers. Topics included upcoming labor disputes between unions and their management and law enforcement's relationship with union and management leadership.
Students attending the seminar were presented with strategies to resolve labor disputes/conflicts between property owners and persons engaging in 1st Amendment rights.
